The Windows 7 USB/DVD Download tool allows the user to create bootable DVD or USB Flash Drive.
You need just the ISO file of any version of Windows 7.
It is an officially released tool from Microsoft.
XP Users need the following applications to be installed :
Microsoft .NET Framework v2 : Download
Microsoft Image Mastering API v2 : Download

After Downloading Windows 7 USB/Download Tool
You need to install it.
Run it after installing it.
It will come up with a window which will say ‘Choose ISO file’
Here you have to browse your ISO file and after doing that Click Next
Then it will move to Step 2 where it will ask you for media type
If you want to create a bootable USB Flash Drive then you will select USB devuce or If you want to create a DVD then select DVD.
Next it will tell you to Insert USB Device
If you have already Inserted the USB device then it will appear automatically
otherwise you can refresh it using a button next to the drop-down menu.
It doesn’t matter if your USB Flash drive is empty or not empty.
It will ask you to erase data present in the USB Flash drive when you will click ‘Begin Copying’
The last and Final Step is to click ‘Begin Copying’
That is all you have to do.
